Civil society groups have asked for wider consultation, arguing that the current process leaves too little room for public scrutiny before decisions are finalised.

The next step, according to people familiar with the plan, is a review that could either extend the programme or wind it down before the end of the fiscal year.

Officials confirmed the details are still being verified by the relevant agencies.

Analysts say the development will be measured against implementation timelines and the budget lines attached to it, with quarterly reviews expected to determine whether the commitments hold.
